'times new roman', serif             I am writing you today to ask for your support and urge you to sign HB 1326 and SB 506 into law. These bills make numerous changes to Missouri agriculture laws. My interest in the bill is language which defines captive cervids as “livestockâ€�.  Currently, captive elk are considered livestock and fall under the regulations of the Missouri Department of Agriculture. This legislation would allow captive white-tailed deer to be considered the same. Testing, treatment and transfer of captive white-tail deer are all currently controlled by the Missouri Department of Agriculture. They have procedures and mechanisms in place and the expertise to regulate the captive cervid industry.


 


'times new roman', serif             Recent rules proposals by the Missouri Department of Conservation, if enforced, would create astronomical costs for the captive cervid industry. One of the new proposed rules would require a double fencing standard for new facilities. Currently, there is no other state that requires this type of regulation. While the Missouri Department of Conservation does a good job maintaining the wild deer population, they lack the expertise and ability to oversee the captive cervid industry in a way which will allow it to grow and prosper. The new rules proposed by the Department of Conservation will cripple the industry in Missouri and possibly force most operations to shut down.

That outcome could prove to be huge for many other states in the future Hopefully we help a bit.
