New State Regulations in Pennsylvania...!

Fellow Farmers,

We all know how the industry is changing in terms of stricter regulations being heaved upon us by “uninformed bureaucrats. What is about to happen in Pennsylvania is going to change the face of deer commerce in our state! I will tell you my understanding of the new, upcoming change. Feel free to correct me if I’m wrong. I will also offer a solution that I think is reasonable but can only manifest itself if we all stand up and “scream it out loud!!!!

Rule Change… It is my understanding that starting as early as next year that deer monitoring on farms will now be regulated at the federal level and no longer by the department of agriculture of our state. The new and absolutely ludicrous change requires that the state identification tags (small metal, round yellow, etc) must be individually observed and recorded at each inspection on every deer! This will obviously require that all deer either be tranquilized or run through a handling facility of some sort.

Options: There are 2 options offered for deer farmers. If you comply with this you will be able to sell deer as before to anyone in state or out of state. If you choose not to comply or can't, you can only sell your deer within the state of Pennsylvania.

Opinion: This new rule is obviously a game changer! We all know what undo stress this will put on the farmer as well as the deer! Sometimes my face is 3 inches from some of these rusted, tiny state tags and I still have a hard time reading them! Although this new rule may not drive anyone out of business, we can imagine how it will create a glutton of deer for sale within the state and drive the prices down significantly! I’ve had plenty of calls from other states this year looking for more shooters because they can’t find any. PA supplies a plethora of deer to all states!!! This will be more than a problem for PA deer farmers, it will affect the whole industry!

Solution: Aside from fighting this whole heartedly, I think we can propose a reasonable solution. I think that if we as a group lobby for the state to provide larger state tags with fewer numbers that are readily visible that we can meet them half way on this! I’ve spoken to a department of ag representative about this law and it is definitely coming very soon! If we propose this or something else BEFORE it is instituted we have a better chance of compliance on their behalf. Once the new rule is instituted, they will be less likely to budge. We all need to think about this as it will affect all of us nationwide. Again, this will be more than a problem for just PA deer farmers! We need to come up with some reasonable alternatives and propose them now. We must be proactive on this now and not reactive after the fact!!!!!!! Let’s hear what you all think on this..

I hate to say this but i bet they got this idea from Ny.  We have had to do just this kind of inventory from day 1.  We have been doing it for 10 plus years.  It seems Ny is the poster child with this cwd thing as we had it years ago and have been able to keep it out.(Or just not found it yet...Again)

The quick fix i use for this problem is..1.Tame deer=All Deer. 2. I use the RFID reader tags in their ears and i put Microchips in their tails. The state vet and i can do my herd of 30 plus in a matter of minutes. Even run thru a chute its just..Bleep-Bleep and let them go!  Get those stupid little ear infection causing silver tags out of their ears!  We are trying to get the inventory checks done every tb testing year instead of every year but thats still a work in progress with our state guys yet.  Good idea Vinny as your thoughts would work well with those that choose not to go the readers route!!

We have to read Metal Tag and Farm Tag and everything has to match up! Been doin every year since we started 10 years ago.

We just finished our Tb/Bruc testing in Oct and will be moving from Fall to the Spring in 2 1/2 years to get ahead of the Feds so I can Test when horns are off and in Feb will work GREAT Here!

I agree Vince seems like an easy fix.................Best of Luck

I like your idea Vinny, larger easier to read numbers. I think we could do something where maybe you could read them from as close as 30 yards with binoculars. Not all my deer are tame, but I can surely get them all within 30-40 yards of my inspector so she could read them with bino's

I don't understand where ANY federal intervention is legal until an animal crosses a state line. Where are they getting this authority from???

How do you plan to inventory a 250 acre enclosure? I dont care how big the tag is, finding the deer will be the issue. I suggest making your animals available for inspection and letting the authorities figure out how they will do it. After all, they are the ones reauiring the inventory. I especially like it when I tell our inspectors "here is the reader.

..the bucks are in this pen. Let me know when you have all the info you want....by the way, can you give me a number to call if you get hurt so I can notify your next of kin?"

LOL..I love it Scott..  Ny's answer to that is, You now HAVE to have a chute on your farm to be able to be cwd certified. No dart gun to do the job any longer, if you want to sell deer anyways!

That is basically exactly what I did. I have a ten acre wooded pen the bucks are in. I give them a list of the tag numbers for the deer in the pen and open the gate and say have at it. The guy looked at me and ask if I was serious. I said "sure, you approved the pens when I built them". All I got was a blank stare.

Since the only test for CWD that is approved ( as far as I know) requires the animal to die why is a chute mandated? Dont you just love it when the bureaucrats make regulations thatmake no sense? Having said that, be sure to get in writing that your herd has been tested and proven to be negative for CWD if in fact that is the reason for handling the deer.
