Looks like Santa has been detained in Texas for illegally bringing deer into the state.  Even when he presented proper transit permits, looks like he'll be charged on the Lacey Act.  Now with the new Federal Rule in place, he can fly through Texas but is not permitted to stop.  Elves may get off...
