Of course it would be ideal if everyone who ever owned a gun or has dreams of big bucks had a hunters safety course under their belt but what about hunting clients form other countries? Is it a requierment to have a hunters safety cert to hunt within a high fence preserve?

I just got back from colorado on a week long elk hunt. I think 75% percent of the non resident plates i saw was from Wisconsin and a good number of the rest were from PA. You guys up there must take your hunting about as serious as we do here in PA.
