Any Resolution on tail biting?

Have a couple of does that seem to bite tails off of baby fawns. Does anybody know of anything you can possibly do to help prevent this from happening? any responses would be great

I have one I have determined has done it 2 years in row. She will not get a third, going into meat!
 
I have a good friend down in TX that has that same problem. I can not think of any other solution aside from removing the deer from your breeding program or pulling her fawns and bottle feeding them.
 
I have a 4 year old doe that just started biting her own tail since yesterday and I can't figure out if the flies got to her and now it's bothering her or maybe ants? Her hair is missing on the end half of the tail and she is looking uncomfortable. It's been in the 90's for a few days now so stress is taking it's toll. Any idea what I can do to get her to stop biting and what I could treat her with? Any help is appreciated!
