There is an accredited red stag herd in Maine. I think they are allowed movement here. I don't think Maine has had CWD. I looked into buying two years ago.

There are a few people raising Axis out in Oklahoma
To the best of my knowledge there was a farm in OH that tried to raise some axis deer, I cannot remember the name of the farm or the owner so that isn't of much help. They can tolerate the cold weather in Texas, but look how long the cold weather last in TX. It doesn't really compare to that of PA. You never know until you try! I would be willing to be with a slightly higher fat content feed you could condition some axis deer to survive the winters in northern states.
