Looking for info on fencing

We just got done putting up our pen yesterday mourning (1/2ac). After getting it up everything looked good...fence could of been tighter here or there but not bad. The problem we have is in a few 12 sections the fence was just shy of touching the ground by .5-1.5in. The warden that came to take a look in the afternoon was no help and to be honest was a bit of a jerk to my dad and I. My question is we are thinking of putting in rebar with a hook 2-3ft into the ground to pull the fence down or attaching some ceder poles to the bottom on the outside and fill the backside in with dirt. Would either one of these ways work? Any ideas would be welcomed? In Wisconsin.
 
We used tent steaks but rebar would work just as good our Conservation officer was a big jerk and made us steak it down every 20 ft even though it was touching the ground and was tight then made us run a extra piece of wire in a corner where the fence was 2in short of 8 ft he walked every 20 ft and measured and pulled and tugged until he found anything he didnt like Hope this Helped 
 
Wow, that is ridiculous that the agent was that picky. The rebar should work fine. A little slack in the fence is a good thing. If your deer get scared and hit the fence, some flex is needed. Our agent really never checked anything on the fence. He understands we do not want our investments getting loose. He was trying to get extra paperwork from us, such as the USDA herd inventory, CWD records, and bills of sale. We had an extra copy of the inventory we gave him, no big deal. We had the CWD results, but would not give them to him. We told him the USDA had a copy, our vet had a copy, and we had our copy. If we had a positive case, he would all ready know. The bills of sale was none of his concern either, and we just refused to give him those. Good luck Carp, you will find a lot of useful information on here. Someone is always willing to help.
 
Listen take it as gold that you want 10 to 12 inches of page wire hooked with hog clips along the bottom of that fence. Just go up to your first square of your fence and attach the page wire with the hog clips. Then lay the rest of the wire out smooth on the ground. No need to cover if grass is growing there as it will grow right up through the fence. When you are done and the grass is growing you or a yote or bear will in fact be walking on part of your fence! They start digging and in a few inches hit that wire and they give up! Big time piece of mind knowing nothing can get in anywhere under your fence!! You can still do the rebar but would not really be needed!

My Great Pyrenees would probably bight the CO if he went inside my pens when I wasn't there to lock him up. Lol

If your CO is being that ridiculous and treating you that bad request he put on sterile garb before entering your pen. He could have been around wild deer with CWD or an area where the prion or CWD was in the soil etc. Tell him you just can't risk it. Make sure he sterilizes his measuring tape too! You don't know where he has been and don't want the risk of him contaminating your disease free zone!

Our Board of Animal Health provides signage indicating a farm is enrolled in CWD,TB,Brucellosis certification programs that says the farm is a disease free zone. The BOAH DVM who is my field tech from my area always puts on sterile booties and new rubber boots before entering one of my pens. The CO never does this??? Our CO is a nice guy so I don't give him a hard time. Even if your AG department doesn't provide the signs you can get them multiple places.

Mikes advice is solid about attaching the wire at the bottom.

we have used t-posts between our telephone poles in places that we have issues with the lower part of the fence.  Fence is a never ending issue.  When you live in the Midwest, wind and softer ground takes its toll.  we put up fence and put shade cloth on it and have had to straighten poles  this year and fix fence where the wire broke at the staples from the wind whipping the fence back and forth.


I would like to put a 4 ft buffer farm fence all the way around eventully.  I think we are done adding pens. 
 
Thanks for the feed back guys. Will be fixing it tomorrow. We will be putting down predator fencing before the deer go in. Just need to get the ok so we can pick up the fawns that are dropping any day now.
