That is encouraging news. I would suggest modeling these bullet points after the ACA and Nadefa that way the message is uniform. The gent ACA has been using from Texas Tech, and I apologize as I forget his name right now (Dr. Davis?) has extensive research background in just the items you are looking for.

Remember he is considered by many to be the number one authority on whitetail deer. His paper uses and quotes science based research to support his position.


 


One piece of advice I'd also like to give is I'm not sure what your committee is charged with researching but remember that the important point has nothing to do with CWD or any disease. Your DNR, like Missouri's MDC does not have jurisdiction over privately owned livestock. They only have control over wildlife owned by the state. You already have a court case saying that from last October. Here is a list I put together of why our deer are livestock:

'times new roman', serif The Missouri Deer Association is actively pursuing the withdrawal of White-tail deer and the other captive cervid species from the purview of MDC and the classification of those species as privately-owned livestock under the regulation of MDA, as with Elk.

1. 'times new roman', serif When any captive whitetail (or other captive cervid) breeding operation or hunting ranch is started in Missouri one has to exclude the free ranging deer of the state and buy all stock from breeders within the state or outside the state.
2. 'times new roman', serif Every captive cervid in every operation in the state is either purchased through a legal private source or born in captivity.
3. 'times new roman', serif All hunting rules and regulations are set by the owner of the hunting ranch and the owner of the livestock.
4. 'times new roman', serif All of our deer are fed by the owners. We pay for feed and 100% of everything they eat.
5. 'times new roman', serif The owners of the private captive cervids pay 100% of the vet bill for care and to keep up their herd plans.
6. 'times new roman', serif The OWNERS of the private captive cervids pay 100% of the testing.
7. 'times new roman', serif MDA and/or USDA currently administer all of the captive cervid health programs.
8. 'times new roman', serif When we move captive cervids intrastate or interstate we fill out all the paperwork required by the department of Agriculture and USDA.
9. 'times new roman', serif Indemnity has been paid and will continue to be paid on these animals. They have also been listed as livestock in the case of disaster relief funds. The USDA is not interested in indemnifying wildlife.
10. 'times new roman', serif We pay sales tax on all the hunts we sell every month.
11. 'times new roman', serif We pay property tax on deer because they are listed on the county assessment forms as domesticated animals or livestock.
12. 'times new roman', serif In the eyes of the courts, our captive cervids are domesticated animals and fall under the protection of Missouri State Statute 273.020.
13. 'times new roman', serif In one court ruling with a judgment stating these fenced in animals were livestock the court stated that in the eyes of the court, “the fact that they happened to be deer is immaterial. It was their breeding, upbringing, care and confinement that made them “domestic animals,�
14. 'times new roman', serif Elk are wildlife on the outside of the fence and livestock on the inside of the fence and have been since 1995. So are many other species.
15. 'times new roman', serif Many other states have moved or are in the process of moving control of their captive cervids to their Agriculture Departments. For example IA, KS, PA, and OH have all done it. In fact in Ohio, they only had one vote against the bill in the house and no votes against it in the senate.

Use what you need here but my advice is to not make this a CWD issue. Make it a private landowner and private property rights issue. Let me know what else you need and good luck!

Someday someone is going to put Mr Singeltary in his place one of these days and i for one cant wait for the day. That guy spews more lies than Ryan could ever dream up. He lives in Texas and they have been known to make people disappear at times in that state for the crap he does to farmers. Not just deer here either!

Clausen  basically has no background besides being on the dnr board, sort of a self proclaimed CWD expert.  He is a veterinarian who was in private practice before that job.
