Hey Nick, yes I would call her a piebald. The term piebald refers to the fact that the deer has some extra unusual white markings somewhere on it, additional throat patches don't count. As far as the blue eyes goes, if the hair around the deers' eye is white, it may have a blue eye, but not always.
I disagree with Gary from Wild Rivers, if you breed her to a brown buck you will more than likely have a less than 50/50 chance at getting piebald fawns..and may never get piebalds. It does depend on her bloodline and how strong piebalds is present.
I do have semen available from some really good piebald and white bucks that would surely give you some piebalds when mixed with this doe. Look on whitetailquest.com and look up my farm Shadow Valley Whitetails. Patch, Morton and Zeus are all listed there.
