I would not intervene if redness was the only issue. The swelling is reason for concern. I would treat with penicillin shots and topically with nitrofurazone NFZ puffer.
These are also symptoms of EHD that you would have most likely seen first in your adults. EHD doesn't normally start out in a herd with clinical symptoms or death in fawns. Treating EHD would require a much different approach.
