Starting Pen

I am just starting, and starting slow and low...LOL I have one pen so far, it is just 330 feet circumference. How many doe do you think would be ethical to keep in there? There is a shed, and a couple of shade trees, good fresh water and near a dirt road behind a house. I also have access to another attached pen, but it is only 4 foot high, but almost 600 feet circumference. Any thoughts as to wether I should add another 4 ft. fence to top it off, or start fresh with an 8ft. fence and discard the 4ft. one? Once I get the second pen straightened out, I can add a gate between or make one bigger pen. ((help)) LOL
 
If you want to start slow i would buy 2 of the best bred does i could afford. I would start over with 8ft fence for the new pen and take the 4ft fence down,cut it in half and run it along the bottom of the 8ft for predator protection.
