They do look like warts. Papilloma virus. Some folks like to vaccinate with a wart vaccine out of COlorado Serum Company. Others leave them alone to fall off eventually. Some prefer surgical removal as not to cause problems if they continue to grow into important structures, such as the eyes. Contact you local veterinarian for further evaluation. I have seen individuals tie the warts off at the bases with dental floss to decrease blood flow to the warts causing them to fall off. I have discovered these to be contagious to other deer.
