I agree with the doe release. You could most likely arrange for the does to be bred with a much better buck than one that is planned to be released, at the same time through doe harvest, try to remove all does of the family group(s) in the area you plan to release. Once hunting season is over then soft release the bred does in groups of five in those areas. Those five does should have previously ben penned together long enough to establish a bond and with no or few resident does, they should stay within that home range produce fawns and have their yearling bucks disperse. It's true bucks will range a lot farther and could spread seed farther, research has shown individual bucks father relatively few fawns each year even if they are dominant.
