Permethrin and diesel for fly control?

I’m bottle feeding 2 fawns that are about a month old. I’ve read so much about the threat that the middle fly poses. Is A diesel and permethrin mix safe to use and is it effective? Or is there a better and safer alternative to this?

I cut the top of a 2 liter bottle off and put meat scraps in the bottom with water then turn the top part I cut off upside down to make a fly trap. the meat rots which attracts the flies and they fly in following the smell, but get trapped and eventually drown in the water.
