Worn out hocks?

I have a buck fawn that is still peeing down his hocks rubbing them together and has been since last fall. He has them rubbed raw! Any reason for concern? Hoping he quits soon before fly season comes.
 
I guess could be but that's the only spot, don't see him rubbing or itching anywhere else. And his hocks are still stained pretty dark
 
Can you spray him with an antiparasitic spray somehow? there are some used for horses... Mites had affected my doe's neck, and only neck. they didn't go further. the Ivermectin SQ injection knocked them out though (it was administered near her neck).
 
Can't with out putting him down as I don't bottle feed my bucks. I gave him ovoids plus in November sq and safe guard pellets couple weeks ago. Don't really want to put him down now as he should be starting to grow his antlers soon.

I think he will be fine. Some animals tend to do that year round and a lot, some do not. Pictures would help. But I would not be overly concerned.
