The only way to say for sure what bacteria is effecting this animal is by doing a culture. With that said your vet is not entirely incorrect but Fuso can manifest it self just about anywhere in the body. It tends to be a point of contact bacteria. Feet, Mouth, Lungs (bronchial) Good luck.
