Licking either their own or each others legs is just about grooming, like a dog or cat will clean themselves. But, one fawn bumping and licking another so as to stimulate the other to urinate, and ingesting the urine is a very serious problem. Fawns that drink too much urine will upset the pH in their rumen and can get very sick, even die, from it. Butt lickers need to be isolated 24/7 to protect them from their own selves and the compulsive behavior they sometimes develop for drinking urine.
