Fawn is drinking water but not milk??

Recently had to start bottle feeding an about 3-4 week old fawn (Something broke in and killed mother/attacked the fawn, and she was our only doe since we are very new to this)

The fawn is fine, however he won't drink the calf milk replacer we've tried with him, or goat milk. He will drink water from a pale but he won't eat carrots or mushed down bananas. He will drink milk that is watered down a bit, and he's excrementing fine(aside from some yellow foam with stool but from I read that's normal and the fawn isn't bloated.)

To note, the fawn is a buckling. Do I have to stimulate with a wet cloth for urination as well? Or just excrement? What do I do about the feeding situation? Thanks.
