Try a plastic turkey decoy, hang it upside down on the fence where they are coming in. Works well with geese for a bit with cutting a goose in half and lying it on the ground, They think it's dead. Might work for turkeys as well,. Anything with movement, plastic shopping bags tied to the fence also. Also black garbage bags tied on top of fence or in trees surround fence.
